89th session of the UNWTO Executive Council, Kish Island (Iran), October 24, 2010

Session participants adopted a draft resolution of the 89th session of the Council, elected officials of the Executive Council for 2011, and discussed the venue and date of the jubilee 90th session.

The 89th session of the UNWTO Executive Council — the steering body of the UN World Tourism Organization — took place on Kish Island (Iran) on October 24, 2010.

The Council was attended by ministers, heads of the national tourism administrations of 27 member states of the Council, as well by associate participants. Alexander Radkov, Deputy Head of Russiatourism, represented the Russian Federation at the session.

The agenda included issues of implementation of the resolutions of the previous Council’s session and UNWTO targets for 2011, activities of the organization within the UN, administrative, financial, statutory and organizational issues, as well a discussion of the second version of the White Paper and research on the protection of rights of tourists (consumers).

Session participants considered UNWTO research on tourist (consumer) protection, as presented by the UNWTO Secretary-General. It refers to the drafting of a new international legal act in the sphere of tourism.

The session proposed the establishment of a working group on the drafting of the respective UN regulatory act, which would include — above and beyond qualified representatives of member states — experts in international law, travel organization, issues of tourist accommodation, air transportation, and other specialists.

Particular emphasis was placed on a discussion of the second version of the draft of the so-called White Paper, A Reform Process for a More Relevant UNWTO, which is the main document defining the concept of upcoming reform. The White Paper is an official report, or guideline, which highlights problems and proposes avenues to their solution. White papers are used in order to draw attention to specific problems and to assist individuals and organizations in decision-making.

As Alexander Radkov, Deputy Head of Russiatourism, noted in his speech, the draft UNWTO White Paper, should it be adopted by the UNWTO General Assembly in the autumn of 2011, will have great impact on the development of tourism at the global and national levels, make the work of the UN World Tourism Organization significantly more relevant, and enhance the Organization’s reputation.
